Activating plugin with keyboard shortcut

I had an issue that the first time using such a shortcut in a while it
would take several seconds to load, then it would run faster on
subsequent presses. I've just upgraded my ram from 512M to 1.5G, and
this initial delay has disappeared. However, there is still a ~0.5
second delay between, for example, hitting a key bound to "xfdesktop
--menu" and the menu popping up.

Here's the interesting part, which I discovered not five minutes ago:
the delay disappears when I have the Keyboard Settings window open.
