Fedora has the same problem. The icon theme is hard coded in the default
gtkrc file and the XSettings value is not taken into account.

Change the file "/etc/gtk-2.0/gtkrc" to comment out the icon theme like
this:

gtk-theme-name = "Clearlooks"
# gtk-icon-theme-name = "Clearlooks"
