This is not an issue with the shortcuts. Ctrl+F1 calls Firefox, but if
you have Firefox already running, it doesn't run another instance, but
just "raise" one of existing window.

Xfwm4 will bring that window on the active workspace so that the user
will notice it. I personally see this as a great feature, but many
people don't share that point of view.

This has been discussed many times, and there is a bug opened for that:
