As Gergely Polonkai said, there is a tool for this, if you use alsa:
- login as root
- run alsamixer
- set your volume settings
- after you quit from alsamixer run: alsactl store
- ready, after reboot this settings should be available, too
If not, contact to your distro's forum/maillist.
