Well, I'm not an Xfce developer (just a happy user), but I'll throw
out a few thoughts anyway :)

The splitting of the two different types of shortcuts, while perhaps
not intuitive at first glance, actually make sense once you think
about it.  More importantly, if a user (not just new, but any user) is
customizing his/her desktop appearance, it only makes sense to look at
all of the different options available in the Settings Manager to see
exactly what is available for customization, so a user who spends just
a small amount of time looking will quickly find both locations
anyway.

This is a bit of a digression, but I'm not at all fond of the idea
that application development should revolve around what's good for
"new" users.  A user will not be new forever.  As a user becomes more
knowledgeable and advanced, many of those things that made it easier
for him/her will not hamper him/her.
