This depends on focus stealing prevention. Basically, Firefox tries to
raise itself, to be visible to the user.
Without focus prevention enabled (default), if the window is on another
workspace, then it's bring on the current workspace. Why? Because the
application means to be seen, and if it's on another workspace, it can
hardly be seen.
With focus prevention enabled, the window stays on its current
workspace, but it's flagged as "need attention", which will make it
blink in the tasklist.
I believe this behaviour is correct.
