Alt resize move and resize vs raise

One thing I guess I should ask before the big 4.4 (eh?) is I've always wondered
why:

If I do alt-rightmouse to resize, no raise. If I do alt-rightmouse to move,
"raise? hell ya!".

I'm assuming this has to do w/ click to focus, but...it's always kinda nagged
at me.
