Second panel on second monitor?

The panel have been rewritten for Xfce 4.4. Among other things, it now
supports multiple panels (one xfce4-panel process with multiple panels).
The taskbar and iconbox utilities have been deprecated, and have been
made as panel plugins instead.

How to make more panels:
      * Right click on [one of] your panel[s], and select "Customize
        Panel" in the menu.
      * In the "Panel Manager" window, there's a combobox in the top of
        the window with the the text "Panel x", where x is the number of
        the panel currently being configured. At the right of this
        combobox, there's two buttons with a "-" (remove) icon and a
        "+" (add) icon. Click on the "+" (add) icon.
      * You now have a new panel, and all you have to do is to configure
        it and add the plugins you want. You should be able to configure
        on which monitor the panel should appear.
      * You can do this again if you want a taskbar on each monitor as
        well.
