That option will disable xfdesktop, and have nothing to do with the
panels, or any launcher in any panel.

xfdesktop is the (default Xfce) application that manages the desktop
wallpaper, and the optional icons on said wallpaper, as well as the
menus that appears when one right/middle clicks on the wallpaper.
