Doesn't look like a bug in the window manager.

The window manager will auto-maximize a window if the size requested by
the application is larger than the available screen area. Most likely,
the application is settings its WM_SIZE_HINTS to something wrong.

Did you try with some other window manager? BTW, I don't see it here,
using Ubuntu Dapper with Gajim 0.10, GTK+ 2.8.20, PyGTK 2.8.6.
