As the page tells you, mcs-manager is the xfce settings manager. If you 
don't use xfce as your desktop, then mcs-manager is not started. Same 
goes for xfce4-session. What would you need the xfce session manager for 
if you run a completely different desktop environment?
If xfce is supposed to manage your fonts, icon themes, etc., then 
xfce-mcs-manager will fire up. But that is probably not what you want, 
running a different wm/desktop. So yes, the single apps should run fine 
without them I'd say.
