cp user settings to global settings

I've customized Xfce settings in my account, now I want to make these
settings the default for new users. (global system settings)
What is the recommend way to do this?
Is it sufficient and safe to just copy the ~/.config/* to
/opt/Xfce-beta/etc/xdg? (I've installed Xfce in a non-standard
location prefix, /opt/Xfce-beta) Can I expect *all* of the Xfce
settings to be copied over?
