Well, you can try quitting all but one instance, and then when you log
out of Xfce, check the little box to save your session.

If that doesn't work, you could ask on a mailing list related to
NetworkManager, where 1) it's actually on-topic, and 2) everyone on that
list has at least some knowledge about the software in question.
