T appened to dll files on xfce4-panel make install (Cygwin)

Well I've realized now that this is not specific to xfce4-panel since
it also happened with xfce-session and also because I checked out
older svn revisions right after Olivier's/Jasper's patch(pre 4.3.99.2)
and reproduced the same problem. So either a change was made in
something xfce4-panel depends on or my cygwin installation is missing
something it had before. I tried downgrading to libtool 1.5.22 from
1.5.23a to see if that might be an issued but there was no change.

Secondly, I realized I was wrong when it said it successfully copied
all the plugin files because after comparing to to my old broken
installation I see that there are .a, .la, AND .dll.a files which my
new build is missing(which means the error message makes more sense).
So basically it comes down to that It is failing to build any of the
dll plugin files for some reason.
