You need the xfce-dev-tools and then run ./autogen.sh instead of
./configure.

Can you please provide me with the link for the same; I tried to browse
through xfce site but couldn't locate it.

I tried to run configure in xfce-4.0.5 and got the Makefile. Is the
build procedure between xfce-4.2.3.2 and xfce-4.0.5 changed?
