Both are very different. FVWM is a window manager, with modules that can

Xfce is a complete desktop, including separate applications,
libraries,etc. Xfce also includes a window managers, but it's just one
of the components of Xfce.
You cannot really compare Xfce and a window manager. Xfce is more like
Enlightenment, GNUSTEP, GNOME or KDE, while FVWM is more like Fluxbox,
Afterstep, IceWM, etc.
Now, which one is better? Guess what, you're asking on Xfce user's
mailing list, so you are either trolling or looking obviously at the
wrong place for an unbiased answer. Either way, no-one can tell you
which one is better for *you*. Try both, and make your own opinion.
