What is the Version: in /usr/lib/pkgconfig/libxfce4panel-1.0.pc? It
should be 4.3.90.1 if you are on beta 1. If it isn't then the package
containing this needs to be bought up to date, otherwise there may be a
problem with pkg-config.

pkg-config --print-errors --exists "libxfce4panel-1.0 >= 4.3.20"

can sometimes be informative.
