What about a public repository like:

http://packages.debian.org/unstable/x11/xfce4


Installers are good to install Xfce for users who don't have a distro
which provides binary packages. Or want to build it anyway. or want to
install it as user.

I don't really see the point of having a repositories managed by
upstream, they have other work to do and not much time. Packaging is
distro's work, I guess.
