Extract to ~/.themes (create this folder if it doesn't exist). The
structure of a theme should look as following:
~/.themes/Name-of-the-theme/gtk-2.0/ for a GTK+ theme,
~/.themes/Name-of-the-theme/xfwm4/ for a Window Decoration theme.
You can install themes in /usr/share/themes and /usr/local/share/themes
too so every user can use it.
Go to Settings > User Interface to set a GTK+ theme, and Settings >
Window Manager to set an Window Decoration theme (commonly named xfwm4
theme :> ).
