Xfce does and doesn't quit without xfce4-session

If I try do close xfce using the menu quit option I get an error
message saying xfce4-session is not running.
If I try to close xfce using the Panel Quit button it quits without errors.

What should I do to make the menu quit also works, I really don't want
to run xfce4-session and I don't like to use the panel button to quit.

Xfce 4.3.9.1.

Menu quitting without xfce4-session worked on older xfce versions.
