How do I tell xfce4-mixer to use /dev/dsp?

In my xfce4rc file, the following appears:

<Control id="-1" filename="libmixer.so">
        <Mixer>
          <Controls>
            <Control id="Vol  ">Vol  </Control>
            <Control id="Pcm  ">Pcm  </Control>
            <Control id="Spkr ">Spkr </Control>
            <Control id="Line ">Line </Control>
            <Control id="Mic  ">Mic  </Control>
            <Control id="CD   ">CD   </Control>
            <Control id="IGain">IGain</Control>
            <Control id="Line1">Line1</Control>
            <Control id="Video">Video</Control>
          </Controls>
        </Mixer>
      </Control>

But those controls do not show up when I invoke the mixer; it comes up 
empty.  File->Options offers me _only_ "default" (and no controls) even 
though the device in "Properties" is /dev/dsp.

Is there another file somewhere which the mixer is looking for?
