The mandatory README file that ships with all xfwm4 theme will tell you:

It is complete, but it uses the new app icon feature that you'll find 
only in the finest retailers, err, sorry, only in xfwm4 4.4 so it would 
work well with xfce 4.2. Hehehe, now you have a reason to upgrade :P
