us_intl keyboard and xkb layout switcher?

I'm trying to figure out how to switch between us and us_intl keyboard
using xkb layout switcher. From what I'm able to gather, I'm supposed
to modify xorg.conf. I did so:

Section "InputDevice"
        Identifier      "Generic Keyboard"
        Driver          "kbd"
        Option          "CoreKeyboard"
        Option          "XkbRules"      "xorg"
        Option          "XkbModel"      "pc104"
        Option          "XkbLayout"     "us,de,ru,us_intl"
EndSection

Now the xkb switcher in the panel shows UNI and it does not change
when I click on it. This is on xubuntu.
