I do not use the desktop icons so I can only speak for the tool-tips in
the panel

In my panel for example, I have added a launcher for the gimp. I used
the icon /usr/share/icons/crystalsvg/128x128/apps/gimp.png 
which has a little picture of the gimp mascot.

I don't need anything else to tell me what is going to happen when I
click this button. If I keep the tool-tip and description fields empty a
mouse-over gives me the tool-tip `this item has not been configured' which
is a minor annoyance. 

So yes, they can be annoying.
