Is it possible to build and test plugins in the normal user level?

I've been reading the plugins documentation from
http://www.xfce.org/documentation/api-4.4/libxfce4panel/XfcePanelPlugin.html
and I would like to know if it's possible not to use the root user to
install the plugins, is there a folder to normal users use to make
plugins? Something like ~/.config/xfce/panel/plugins ?
