Another logout question

[LaPeq FCI]

Why when we don't have xfce4-session running, the menu quit option
doesn't work and the panel quit button does work?

The menu quit button says me to quit xfce by other meanings.

I've attached a screenshot where you can see the menu quit dialog (top
left) and the panel quit dialog (bottom right).
