In this case, SuSE got it right, as they do provide xine-devel.  (If one were 
to grab Packman's (3rd-party SuSE packager) build of xine, it would be 
libxine1-devel.)

In any case, Bernhard Walle provides SuSE 9.3 RPMs of xfmedia, available at 
<ftp://ftp4.gwdg.de/pub/linux/suse/apt/SuSE/9.3-i386/RPMS.suser-ollakka/>.
