You should be able to copy your custom desktop.xml to
$sysconfdir/xdg/xfce4/mcs_settings/ (create if necessary). If that
doesn't work, it's a bug. Note that the desktop.xml in
~/.config/xfce4/desktop will override the system location, so be sure to
clear it out before testing, or use a fresh user account.
