How to specify workspace when starting a program?

Then you'd start up Xfce, open the apps you want, arrange them how you
like, and then quit Xfce, selecting the save session checkbox.  On
subsequent quits, you'd deselect that checkbox.  That way you'd only
always start with the session you explicitly saved.

Unfortunately, Firefox doesn't support session management properly, so
this point is moot.
