The XFCE docs or a post here mentioned that you have to enter a line in the sudoers file. I did that but it didn't work until I added my user to the sudoers file and allowed that user to shutdown and reboot. Check man sudoer for details on the file and how to edit it. In the Xfce setup tools you can have it ask for confirmation and whether or not to save the desktop before you log out.
