XFCE at kiosk mode

the mcs_settings directory has nothing to do with the kiosk.  you can't 
set the settings stored in these files for all users.  kiosk mode isn't 
designed to keep a set of configuration files for all users, but to lock 
out specific users from changing certain settings.  no more, no less.  
if you want to set up some defaults for multiple users, you'll need to 
set the settings for one user, and then copy the configuration directory 
to the other users.

the mcs manager requires write access to its settings directory.
