Weird user-specific malfunction problem

Do you have a $HOME/.gtkrc-2.0 ? If so, try renaming it to
$HOME/.gtkrc-2.0.old are redo the test.

As last, try removing $HOME/.config/xfce4 and $HOME/.xfce4 all together
(do a backup in case)
