4.0.6 iconbox question

   I'm running 4.0.6 on four machines here: two workstation/servers and two
portables. All are configured the same way: hide if empty and all apps.
However, on only one machine does the iconbox not appear unless an
application or window is minimized. On all the others it's there all the
time.

   I'm out of ideas why but I'd like to have the icons not present with
full-size application windows. What can I do to make the other three work
the same way as the one?
