You have to set that in the application itself (thunderbird in this 
case). GNOME programs, like evolution, tend to use the global gnome 
settings; firefox/thunderbird can do that too depending on how they were 
compiled. In all cases it is still up to the application to handle this, 
not Xfce.

Unfortunately there is no standard that Xfce could use to change this 
behaviour for other programs. People on freedesktop.org are working on 
it, but progress is very slow.
