Why not?  The current taskbar plugin can already do this.  In fact, you
can convert the panel to exactly this setup today (with 4.2) using the
taskbar plugin available from the xfce-goodies site.  (Granted, you
can't have multiple panels yet, so doing this would be more for
proof-of-concept purposes.)
