xkb layout issues

Can someone tell me what is wrong with this:

Section "InputDevice"
    Identifier    "Generic Keyboard"
    Driver        "keyboard"
    Option        "CoreKeyboard"
    Option        "XkbRules"    "xorg"
    Option        "XkbModel"    "pc104"
    Option        "XkbLayout"    "il,us"
    Option        "XkbOptions"  "grp:ctrl_alt_toggle,grp_led:scroll"

Everytime I log in. When i click on the layout flag it doesn do anything.

So I type in terminal:

setxkbmap -option "grp:ctrl_alt_toggle,grp_led:scroll" us,il

Then I press the keys:

alt+ctrl

it kills my xfce panel but switches the layout.

Then i need to go to run:

xfce4-panel

I have to do this everytime.

What is wrong with that?

On my previous ubuntu hoary i didnt have that issue.
