You need to make (or modify) the folowing file:

/opt/kde3/share/apps/kdm/sessions/xfce.desktop

Important lines:

[Desktop Entry]
Encoding=UTF-8
Type=XSession
Exec=startxfce4
TryExec=startxfce4
Name=XFce4
