Configuration files in CVS

Hi, I had a problem recently with the configuration files not being
found because they were in ~/.xfce; what?  Apparently, all the
configuration is being moved to ~/.config/xfce, with a bit more
organisation put into where they go.  (How can I keep track of the
changes made to CVS?)  Is this to accord with some standard, or
something the xfce devs decided would be good? (I couldn't find anything
pertinent on freedesktop.org or with Google.)

Regardless, the shift has been made.  However, there are still a few
stragglers hanging around in ~/.xfce4/:
backdrops.list  notes.xml  settings  weather_19087_i.xml

.xfce4/settings:
xffm.xml

Should I file a bug report about them?
