Missing icons on the settings dialog's buttons.

that's blatantly false.  in this situation, librsvg wasn't even installed.
XfceIconTheme notices this, and doesn't even look at files with a .svg
extension.  no, the problem here is that we don't have .png icons for all
the settings plugins (i think).
