I have the following in my /etc/sudoers file and things seem to work, albeit 
from a gdm context, rather than startx. Substitute the appropriate name for 
username.

username  localhost=NOPASSWD: /sbin/shutdown -h now
username  LOCALHOST=NOPASSWD: /usr/libexec/xfsm-shutdown-helper *
