Brian,

Try wmShutdown, a dock app. Once you've installed it, you can run its "Shutdown -r" or "Shutdown -h now" commands as user, without having to invoke the entire dock app. I use this because I use XFCE minus the panel and wanted a way of shutting down or rebooting from my menu. This may not be the cleanest workaround, but it works for me, as they say.
