XFce Panel again

Hello again.

I have update my version to xfce 4.2m and try use the howto in 
http://www.loculus.nl/xfce/documentation/docs-4.2/xfce4-panel.html#panel-files
but i don't find the file xfce4/mcs_settings/panel.xml.

I just want delete this menu or modify it to 2 or 3 options? can anyone 
tellme how i can do this?
