James, it worked fine for me. Do you have the Graphical Desktop Pager
loaded? I have not used the desktop switcher though.

Attached is a snapshot (to prove I'm not crazy) and here is my
workspaces.xml file

<mcs-option>
	<option name="count" type="int" value="6"/>
	<option name="names" type="string" value="1;2;3;4;5;6"/>
</mcs-option>

Are you using local configurations in ~/.xfce4? I am.
