Workspace problem

xfce version 4.0.4

I can not get more than 4 workspaces. When I go into
the settings->workspaces and windows, and click to
increase the number of workspaces, nothing happens. I
have removed my previous .xfce4 directory, but still
have the issue. 

Sorry if this was posted before, but when I looked at
the archives, I so nothing about workspace problems.
