/usr/bin/startxfce4 -- where is my /etc/X11/xfce/xinitrc?

hmm, i don't know anything re Debian,
but on Gentoo i recently emerged XFCE 4.0.3.1
&  /usr/bin/startxfce4  has the correct date.
the paradigm for 'xinitrc' is in  /etc/xfce4  on my system.
