/usr/bin/startxfce4 -- where is my /etc/X11/xfce/xinitrc?

My copy of startxfce4 seems rather old.

This /usr/bin/startxfce4 has lines like the following referring to 
"/etc/X11/xfce4/xinitrc", which file I don't seem to have on my Debian 
GNU/Linux unstable system.

[...]
 if [ -x $HOME/.xfce4/xinitrc ]; then
        exec /bin/sh $HOME/.xfce4/xinitrc
  else
        exec /bin/sh /etc/X11/xfce4/xinitrc
[...]                    ^^^^^^^^^^^^^

Is it still being used or is my startxfce4 script out-of-date?  Can 
someone please post or send me recent copies of /etc/X11/xfce4/xinitrc 
and the /usr/bin/startxfce4?
