What I used before getting DSL is a tool called wvdial with a frontend gtkdial. What should alos work is gkdial. I don't have the URL ready here but a quick search in freshmeat.net should find them.

At least wvdial/gtkdial come with most distros, so you could also get them that way. By The way: what are you running on your box?
