I don't think I agree, what's the point in regenerating it every time?

Well, the sample plugin is not being maintained very thoroughly, so
there are probably many more problems with it. If I remember, I'll fix
this one. That reminds me, we should probably override the install target, 
to prevent people from actually using it ...

Also, these issues are probably better discussed on xfce4-dev.
