No desktop menu in Gentoo's CVS ebuild

This being my first install of Gentoo and of Xfce4's CVS, I'm not sure where the problem lies, but I can't seem to get a right-click desktop menu.  Xfdesktop is running and the standard menu is in /etc/xfce4/, but neither copying it nor using an old working one have given any success.

Does anyone know why this won't work or how I can debug it?  I'm tired of closing terminal windows and losing their attendant programs.... :)
