Changing items in panel right-click menu

G'day all,
I've been trying to work out how to modify the items in the right
click menu of the panel. There are a couple of things in the menu that
I don't want users to access, such as the settings manager and adding
a new item to the panel. 

Is there a configuration file similar to xfdesktop's menu.xml, or will
I need to hack the source of xfce4-panel to remove the items?

Also, does anyone have any tips for setting up Xfce in an internet
kiosk style environment?
